How to convert JPG to PDF for free, step by step

Open the free JPG to PDF tool at https://avaloncompany.ai/tools/jpg-to-pdf/. Drop your images onto the page. You can add them all at once.

Use the up and down arrows to put the images in the order you want. Each image becomes one page.

Pick a page size. "Same as each image" keeps every page the size of its photo, which suits viewing on screen. Choose A4 or US Letter if you will print the PDF or upload it to a form that expects a standard page.

Press Create PDF and download the file. There is no sign-up and no watermark. JPG, PNG and WebP images all work, and you can mix them in one PDF.

The tool page says the PDF is built inside your browser, on your own device. Nothing is sent to our servers or anyone else.

What we tested and how

On 2026-11-01 we ran the free tier in desktop Chromium. We used 20 test cases and all 20 passed.

One case was a typical file. Seventeen were edge cases: other file formats, broken files, unusual file names and unusual image types. Three tested the free limits.

The edge cases included a CMYK JPEG, a photo rotated by EXIF data, a cut-off JPEG, a 16-bit PNG, a transparent PNG, a WebP image, a 1 × 1 px image and an 8000 × 6000 px image. We also tried file names that were very long, had extra spaces and an emoji, or used Korean and Japanese characters.

A results table with every case is shown on this page.

What happened with the difficult files

Most unusual images were accepted. The CMYK JPEG gave a 1-page PDF of 65.4 KB. The EXIF-rotated photo gave a 1-page PDF of 25.7 KB. The cut-off JPEG still gave a 1-page PDF of 13.6 KB. The 8000 × 6000 px image gave a 1-page PDF of 250.7 KB. The 16-bit PNG, the transparent PNG, the WebP image and the 1 × 1 px image each gave a 1-page PDF.

The three-page test gave 71.2 KB. It gave the same result with a very long file name, with extra spaces and an emoji, and with Korean and Japanese characters.

Some files are refused on purpose. A BMP image, an animated GIF and an iPhone HEIC photo were each skipped with this message: "1 file(s) skipped: only JPG, PNG and WebP images can go into a PDF. To turn a PDF into images, use the free PDF to JPG tool." For a HEIC photo, the tool page says to convert it to JPG first with our free image converter.

A PDF renamed to look like an image and an empty 0-byte image file both produced this message: "No images could be added, so no PDF was created. See the messages next to each file."

Limits of the free version and when this tool is not the right choice

The free version takes up to 25 images and 50 MB per PDF. With exactly 25 files the tool showed "345 B · Ready". With 26 files it said: "Only 25 files fit in one batch. Convert these first, press Clear, then add the rest."

A batch 1 MB over the size limit was also stopped: "png_mb_51.png was not added: one batch can hold 50 MB in total. Convert these first, press Clear, then add the rest." Avalon Pro allows more images and a larger size per PDF, and adds saved presets and your own file names.

This tool is not the right choice if your pictures are BMP, GIF or HEIC and you do not want to convert them first. It is also the wrong choice if you want to turn a PDF into images. For that, use the free PDF to JPG tool.

JPG and PNG images are placed in the PDF as they are, without compressing them again. WebP images and sideways phone photos are redrawn once at high quality.

We re-run these tests when the tool changes. Results describe this tool on the date shown.
