How to rearrange PDF pages with the free tool

Open the Free Organize PDF tool at https://avaloncompany.ai/tools/organize-pdf/ and drop your PDF onto the page. You will see a thumbnail of every page.

To move a page on a computer, drag its thumbnail to a new place. On a phone, press and hold the ⠿ handle next to the page number, then drag. With a keyboard, focus the handle and use the arrow keys.

To delete a page, press the delete button under it. To fix a sideways page, use the turn buttons under it. Use Rotate all to turn every page.

Made a mistake? Turn a page back with the other arrow, or press Undo all changes to go back to the original order and direction. When you are happy, save. The tool always saves a new copy and never changes your original file.

The tool page says the thumbnails are drawn and the new PDF is built inside your browser, on your own device. Nothing is sent to our servers or anyone else.

What we tested and how

We tested on 2026-11-01 in Chromium on a desktop, using the free version. All 14 of 14 test cases passed.

We did not only try a clean file. We grouped the cases into three kinds: a normal file, edge cases (odd file names, damaged or locked files, mixed page sizes, other scripts, scans) and limit cases (the free version's size and file-count rules).

A pass means the tool did the right thing for that file. For a good PDF, the right thing is to build a new PDF. For a bad file, the right thing is to refuse it with a clear message.

The full table of every case is shown below this article.

What happened with the difficult files

Good files with unusual names all worked. A typical file, a very long file name, a name with extra spaces and an emoji, and a name with Korean and Japanese characters each gave a new PDF of 3 pages (2.3 KB).

Unusual content worked too. A PDF with pages of different sizes gave a 3-page result (2.4 KB). A PDF with Korean, Japanese, Chinese, Arabic, Hindi, Thai and Russian text gave a 2-page result (42.0 KB). A scanned, image-only PDF gave a 1-page result (24.8 KB).

Bad files were refused, not turned into broken output. A 1-byte PDF, a JPEG renamed to look like a PDF, a cut-off (truncated) PDF and an empty (0-byte) PDF all showed the same message: "This file is not a valid PDF or it is damaged. Try re-saving it from the app that created it."

The password-protected PDF showed: "This PDF is locked. Unlock it in your PDF reader, save an unlocked copy, then add that copy." So a locked file is not organized directly, but the message tells you what to do.

Limits of the free version and when this tool is not right

The free version works on one PDF at a time. When we added 2 files, with one over the limit, it said: "The free version organizes one PDF at a time. Save this one, press Clear, then add the next."

The free version can hold 100 MB. A file 1 MB over that was refused: "pdf_mb_101.pdf was not added: the free version can hold 100 MB."

Page numbers are part of Avalon Pro, not the free version. Pro also takes more PDFs in one go.

This tool is not the right choice if your PDF is locked and you cannot unlock it, or if the file is damaged. In both cases the tool will not build a new PDF. Fix the file in the app that made it first, then try again.

We re-run these tests when the tool changes. Results describe this tool on the date shown.

Frequently Asked Questions (FAQ)

Q. Can I rearrange PDF pages for free without losing quality?

Yes. The tool page says pages are copied as they are, so text stays sharp and searchable and pictures are not compressed again. Turning a page only changes the direction it is shown in.

Q. What happens if my PDF is locked or damaged?

The tool refuses it and tells you why. A locked PDF shows: "This PDF is locked. Unlock it in your PDF reader, save an unlocked copy, then add that copy." A damaged, cut-off, empty or fake PDF shows: "This file is not a valid PDF or it is damaged. Try re-saving it from the app that created it."

Q. Can I organize more than one PDF at once for free?

No. The free version organizes one PDF at a time. Save the first one, press Clear, then add the next. Avalon Pro takes more PDFs in one go.
